Formålet med de mange reformer er angiveligt at få flere ud på arbejdsmarkedet og gøre danskere mere konkurrencedygtige på verdensmarkedet. Derfor lægges der I reform erne også meget vægt på at få socialt udsatte borgere i uddannnelse og arbejde. Ingen tvivl om det: Det er bedre at arbejde end at leve af kontanthjælp. Både af menneskelige og økonomiske grunde. Men hvad med dem der ikke får arbejde? Eller ikke klarer uddannelsen?
European Anti-Poverty Network (EAPN), der består af fattigdomsbekæmpende NGO’er over hele Europa, gennemfører EMIN projektet i 2013 – 14, for at skabe større forståelse for minimum indkomster som er tilstrækkelige og tilgængelige. Projektet støttes af EU –kommissionen som led EU’s indsats for aktiv inklusion af social udsatte og gennemføres i alle EU – medlemslande samt Norge og Island. EAPN – Danmark er ansvarlig for den danske del.
